    In August 2016, the Federal Aviation Administration (FAA) approved regulations for the commercial use of drones and extended the applicability of these regulations to the public sector. The new regulations, known as 14 CFR Part 107, provide statutory guidelines for operating drones but do not offer guidance for program development. The authors of Drone Integration Into Emergency Management: Program Development for Emergency Response under NIMS-ICS are experts in commercial aviation, drone law, and public safety, and have collaborated on the development of an emergency management program for drone operations. The material in this book is based on the authors’ experience, from operating a variety drones to successfully accomplishing mission assignments and developing methods for necessary documentation.

    While the integration of drones into emergency management for data collection can save considerable time, effort and expense, the success of such a program is only possible with properly trained and practiced personnel utilizing professionally maintained equipment operating under a coordinated Incident Action Plan (IAP). A properly structured drone program will result in rapid deployment, better accessibility and accountability, and dependable resilience under “blue skies” as well as during incident response. From data acquisition to processing, drones can reduce operational costs while responders successfully manage the multitude of challenges presented by emergencies and disasters.

About the Authors

Gus Calderon
Gus Calderon is an FAA-licensed Commercial Pilot with over 22 years of aviation experience. He has a multi-engine and instrument rating and has over 3,000 flight hours in high-performance aircraft. Gus developed and operated an FAA-certified Part 135 air charter company based in Carlsbad, CA. He owns a Beechcraft Bonanza and conducts aerial photography missions.

    Gus has been building and flying remote-controlled aircraft for decades. In 2006 he began installing autopilots and cameras in fixed-wing aircraft. In 2010 he started custom building multi-rotor platforms for aerial photography and cinematography. As an early-adopter of civilian unmanned aircraft, he has conducted thousands of flight operations and has over a decade field experience. He currently has an FAA Exemption, Remote Pilot in Command certification and has conducted small UAS operations for several commercial industries.

    Because of his experience in commercial aviation and knowledge of multi-rotor systems, Gus was selected as a member of Lady Gaga’s design and development team for her “Flying Dress” which was named the Volantis. He designed and built the electric power system and conducted all flight testing of the Volantis. On November 10, 2013, Gus successfully flew Lady Gaga on the Volantis at the ArtPop album release in Brooklyn, New York.

    As an advocate for the beneficial use of small UAS, Gus has demonstrated how aeronautical knowledge can improve their safe and reliable operation. Using his experience as an air charter operator, he has developed flight operating manuals and procedures for small UAS commercial flight operations which set the standard in several industries.

    Gus holds a B.S in Geology from Boston College and a M.S. degree in Geology from the University of Arizona.


Kevin C. Rolfe
Kevin C. Rolfe is a public service professional with 32 years of service in county fire rescue and has extensive knowledge of Incident Management in the field and in the Emergency Operations Center (EOC). He has worked and provided leadership in all facets of incident management in the field as well as overseeing emergency management programs on the federal, state and local level.

    Mr. Rolfe was a member of the Governor’s Statewide Working Group for Domestic Security for the State of Florida, and a leading member of the Region 3 Domestic Security Task Force in Northeast Florida – serving as the co-lead of the Infrastructure Committee and Training Committee. Working as the co-lead, the Training Committee established minimum training requirements for response and emergency management personnel pre-dating the FEMA-established training guidelines. Additionally, Mr. Rolfe has authored or has been a contributing author to numerous publications related to emergency incident management, including contributing to the State of Florida Field Operations Guide; Prepare Florida for Terrorism Response and Instructor Guides; and the Florida Foundations of Emergency Management Academy.

    Mr. Rolfe has provided Incident Command Systems (ICS) and Federal Emergency Management Agency (FEMA) training for multiple disciplines on the federal, state and local public sector, as well as for the private sector. Mr. Rolfe has conducted training programs and workshops at the Florida Governor’s Hurricane Conference, Florida Emergency Preparedness Association, Florida Fire Chiefs’ Association, and State of Florida Division of Emergency Management relating to the best practices in incident management and emergency management.

    Jonathan obtained a B.S. from Embry-Riddle Aeronautical University, Magna Cum Laude, and a J.D. from Florida International University School of Law. He is currently an adjunct faculty professor for Embry-Riddle Aeronautical University teaching an Unmanned Systems Legal and Regulatory Compliance course. Jonathan authored a drone textbook being used at multiple universities around the U.S. He co-authored a legal treatise on unmanned aircraft that is being published by the American Bar Association. He is now currently working on the three Taylor v. FAA cases in the D.C. Circuit Court of Appeals challenging the FAA’s drone registration regulations. Jonathan is currently practicing drone law in South Florida at his firm Rupprecht Law, P.A.
